This report summarizes departmental and bureau reports submitted monthly to this Commission and is prefaced by the report of the executive officer covering in a general way the activities, accomplish ments and needs of the Commission. It is our pleasure to report to you a complete reorganization of this Commission intended to place the Commission upon a business basis. This, we believe, is reflected in the reports of the various departments and bureaus. As usual, the appendix to the report contains statistical information, much of which has been collected and presented for the first time.
