For example, even though President Yeltsin recently reaffirmed Russia's commitment to ratify and implement start II, I am con cerned about the practicality of the Russian Government to make that happen, given the current political, military, and economic sit nation in Russia. With that in mind, I am concerned with the post-start II force structure recommended in the September 1993 nuclear posture re view, and any effort of the administration to implement start II reductions prior to Russian ratification and implementation of start II.
