Book excerpt: Although women represent over 40 percent of the workforce in the United States, only 5 percent of leadership positions are held by women. This demonstrates the leadership gender gap that exists in the workplace. Existing literature suggests that the most detrimental challenge faced by women in the workforce is stereotyping. In 2004 the Public Works Women's Leadership Council (PWWLC) was implemented to mitigate claims brought against the department by some of its female employees. Utilizing LA County's Department of Public Works Women's Leadership Council as a case study, this paper will focus on addressing the main challenges faced by women in the public workforce and identifying strategic practices that enable leadership development. The purpose of this study is to examine the relationship between public sector leadership demographics, leadership practices, and organizational outcomes.
