On that weekend an international group of scholars, inside and outside governments, from Africa and elsewhere, assembled to address the theme, "Toward Peace and Security in Southern Africa." The conference was based on a sense of urgency concerning the continuing plight of the region -- reflected in the renewed state of emergency in South Africa and the declining economies in southern Africa - as well as, paradoxically, a sense of impending opportunity for South Africa and the region, as manifested in the Angola-Namibia accords recently negotiated.
