The only question, therefore, which remains is, whether the circumstancc that the Confederate States, though recognized as belligerent, had not been recognized as sovereign, made it the duty of the authorities of neutral ports, in this one particular respect, not to treat vessels commissioned by the Oonfederate Government as they would have been bound to treat commissioned ships of a recognized Power.
