Book excerpt: The basic objective in the formulation of a comprehensive plan of development of the water and related land resources of the Pearl River Basin is to provide the best use or combination of uses of these resources to meet the foreseeable short- and long-term needs within the study area. Plan formulation studies must consider water and related land problems and the interrelation of project purposes and projects, both existing and proposed, in order to fully develop the potentials of the basin, to foster economic development, and to enhance the conditions of health and welfare of the people and the quality of their environment.
