The privatisation of the housing market took place in the absence of an adequate legal and institutional framework, functioning land administration and taxation systems, and an orderly housing market. These guidelines provide an overview of appropriate policies, and separate chapters are devoted to national framework conditions, municipal framework conditions, the statutes and organization, and the management and operation of owners' associations.
