Book excerpt: This Environmental Monitoring Plan was prepared for the US Department of Energy's (DOE's) Richland Operations Office (RL) to implement the requirements of DOE Order 5400.1. According to the Order, each DOE site, facility, or activity that uses, generates, releases, or manages significant pollutants or hazardous materials shall prepare a written environmental monitoring plan covering two major activities: (1) effluent monitoring and (2) environmental surveillance. The plan is to contain information discussing the rationale and design criteria for the monitoring programs, sampling locations and schedules, quality assurance requirements, program implementation procedures, analytical procedures, and reporting requirements. The plan's purpose is to assist DOE in the management of environmental activities at the Hanford Site and to help ensure that operations on the site are conducted in an environmentally safe and sound manner.
