O. 781 In reply to a question as to what the office of the Surgeon General was doing toward preparedness, General Gorgas said that Dr. Harvey Cushing and Dr. George W. Crile had recently returned to the United States from Europe and had urged the Surgeon General to organize base hospital groups for quick mobilization in case the country should become involved in the struggle then in progress. General Gorgas said that his office was getting together the names of groups of physicians and surgeons who were accustomed to cooperative endeavor and who might be expected to work well together under the trying circum stances of war. He was making a provisional list of these groups for further consideration. The Surgeon General asked Dr. Swan if he would like to organize such a group and upon receiving an affirmative answer authorized him to send the names of his associates to Washington, whereupon they would be commissioned in the Medical Reserve Corps of the Army. The plan at that time was to have ready lists of officers who would be willing to do the professional work in 500 bed hospitals.
