During the preparation of this 11th edition, the Council of Europe and the European Commission worked closely together to ensure that the requirements under Article 29 of the European Union Directive 2002/98/EC were compatible with the ones of this guide. More specifically, part A on the quality system for blood establishments has been completely overhauled. Where necessary, chapters have been revised to take into account what can be achieved with new technology.
