Book excerpt: Abstract: Foster youth leaving the child welfare system have been shown to have poorer outcomes in educational attainment, employment, and housing when compared to adults in the general population. To address the needs of youth exiting foster care, California passed The Fostering Connections to Success Act in 2010, AB 12. This legislation sought to address the unmet needs of foster youth, by extending foster care services until the age of 21. The author utilized David Gil's (1992) policy framework to analyze the purpose and objectives of this policy, review the intended and unintended effects of this legislation, and provide implications for future research, policy and practice.
